"Sociological Research on Local Police Elites"

The Japanese existing pieces of research or writing on frontline policing put enormous emphasis on 'policing by police elites' on it. The existence and extent of the control from 'up in the organization' have never been questioned.
However, there is little sociological research conducted on the police elites who would exercise the control. We actually never know who they are, how they are trained, what power they possess and how they utilize their power.
This research, taking both qualitative and quantative approrch, private interview and questionnaire, aims to contribute to the existing mass of research by shedding light on much underappreciated police elites.
